12/06/2008 (Agence Europe) - A declaration on environmental refugees was sketched out on Wednesday 11 June during a day devoted to what appears to be a “blind angle for reflection on climate change”, as the organiser, MEP Hélène Flautre (Greens/EFA, France) put it. According to Christel Cournil, Professor in Law at University Paris XIII, one of the problems is that the concept of climatic migrant does not exist in international law, thus preventing all effective legal protection of such migrants. Possible solutions, such as an additional protocol to the Geneva Convention, were evoked to resolve the problem, but a source close to the DG Freedom, Security and Justice at the European Commission admitted that the latter was only just beginning to take an interest in this question.
