MEPs say fight against terrorism does not justify violation of human rights

Strasbourg, 13/12/2007 (Agence Europe) - The European Parliament believes that the Union is adopting anti-terrorist laws too hastily and that sometimes these laws violate fundamental rights. This observation was made by MEPs in a resolution prepared by Jean-Marie Cavada (ALDE, France) and was adopted on Wednesday 12 December in Strasbourg by 359 votes in favour, 293 against, with 38 abstentions. The EP's civil liberties committee had given a preliminary approval to this resolution (EUROPE 9558). MEPs stress that it is necessary for the Commission to implement a “global assessment” of the effectiveness of the legislation adopted in the European strategy on fighting terrorism. They particularly point out that they will be analysing the recent proposals from Commissioner Franco Frattini on the use of Passenger Name Records (PNR) in Europe and on the directive on explosives, with their arguments being “based on proof”. MEPs say they are particularly concerned by the risk of the profiling of many databases (PNR, Eurodac, SIS, VIS). They also want additional rules to be put in place to guarantee democratic and parliamentary control of secret service activities. Finally, MEPs are calling for the reinsertion of Guantanamo Bay prisoners, nationals from third countries who cannot be sent back to their countries of origin because they risk being persecuted there or tortured.
