Brussels, 27/11/2007 (Agence Europe) - The joint Transport, Telecommunications and Energy Council will kick off on the morning of Thursday 29 November with telecoms. There are five points on the agenda, but no political decisions are expected: 1) Regulatory framework on electronic communications: Viviane Reding, the European commissioner for the information society and media will present to the ministers a telecoms reform package adopted by the European Commission on 13 November. A public debate will then be held, as several member states have asked to speak on the subject; 2) Internal market for mobile television: the Council will adopt conclusions on strengthening the internal market for mobile TV, in response to the Commission communication from July. The DVB-H standard, which the Commission has recommended for adoption, still poses problems for some member states; 3) Frequency bandwidths: the ministers will produce a general orientation on the suppression of the old GSM directive and its replacement by a directive which will allow the use of frequency bandwidths formerly reserved for mobile communication by other services and technologies; 4) Mobile satellite services: the Council will take note of a report on the state of play concerning a decision on the selection and authorisation of systems providing mobile satellite services. Given that the Parliament wants to try to reach an agreement in the first reading, the Portuguese presidency will simply present a report on the state of play, which will allow an examination of the decision to be made in more depth; 5) e-inclusion: the ministers will adopt conclusions on the theme “Ageing well in the information society”, in response to a Commission communication from June. The Commission will also present its November communication on the European initiative i2010 on digital integration entitled “Participating in the information society”. (I.L.)
