Brussels, 04/10/2007 (Agence Europe) - In a draft resolution adopted on 3 October, the committee on foreign affairs of the EP welcomed the legislative and presidential elections in Turkey, and congratulated the new government on its commitment to speed up reforms and adopt a new civil constitution. However, the MEPs are calling for additional efforts to ensure the effective and full control of the civil population over the army, and they call for Parliamentary controls on secret services and the police forces. The report, which was prepared by Dutch member Ria Oomen-Ruijten (EPP-ED), expresses regret at the fact that many people are still being prosecuted under article 301 of the Criminal Code and calls on Ankara to consider freedom of expression and press freedom as “the number one priority”. Almost two years to the day after accession negotiations started, the MEPs are pleading for negotiations to be opened in the “energy” chapter, and urge Turkey to join the European Energy Community. Lastly, the MEPs are calling on Ankara to implement the protocol on the extension of EU-Turkey customs union to Cyprus. On the issue of Cyprus, the report notes that the withdrawal of Turkish forces from the north of the island would help towards a solution. Relations with Turkey will be the subject of a general debate at the plenary session of the European Parliament to be held in Strasbourg on 24 October, at which the Commission and Council will make statements. On 7 November, the Commission will present its regular report on Turkey. (hb)
