Benita Ferrero-Waldner observes progress in ENP

Bremen, 02/04/2007 (Agence Europe) - On Friday, the Commissioner for external relations, Ferrero-Waldner, examined progress in the European Neighbourhood Policy (ENP) and reaffirmed the main objectives of her communication of December 2006 (EUROPE 9320). Following the informal meeting with foreign affairs ministers, the commissioner explained that people wanted more, and incentives were needed to meet their expectations. Ferrero-Waldner considered that good progress had been made in the launch and implementation of twelve action plans with: Armenia, Azerbaijan, Egypt, Georgia, Israel, Jordan, Lebanon, Moldova, Morocco, the Palestinian Authority, Tunisia and Ukraine. Those not on the roll-call: Algeria, Belarus, Libya and Syria. The ENP, the commissioner pointed out, remains part of the “global framework”, “tailor made” for each country, depending on its relationship with the EU. The commissioner appealed for strong trade relations and acknowledged that an “economic neighbourhood community” may mean “sacrifices”, particularly for the provision of services and agricultural products. Facilitating procedures for obtaining visas and cooperation in thematic sectors, such as energy and climate change, are other essential elements in the ENP spectrum. Ms Ferrero-Waldner also highlighted strengthened regional cooperation with countries neighbouring the Black Sea and announced a communication on the subject for 11 April. The commissioner underlined that by turning to the neighbours of their neighbours, the strategy for Central Asia still needed to be deepened through a specific communication. Foreign affairs ministers will put the finishing touches to this strategy next June in the perspective of its adoption at the European Council on 21-22 June. (ab)
