Agenda for February session in Strasbourg (12-15 February)

Brussels, 08/02/2007 (Agence Europe) - The main events of the European Parliament plenary session next week in Strasbourg (12-15 February) will be the adoption of the final report by Giovanni Fava (PES, Italy) on the use of European countries by the CIA for the transport and illegal detention of prisoners, the preparation of the Spring European Council (8-9 March), debates on Euro-Mediterranean relations and Russia, discussion on the broad thrust of economic policy for 2007 and on the guidelines for member states' employment policies, the adoption of a resolution on climate change and the speech by the President of Italy, Giorgio Napolitano.

Here is the (provisional) agenda for the session:

Monday 12 February (from 5.00pm): - one-minute interventions; - report by Frieda Brepoels on the Infrastructure for Spatial Information in the European Community (INSPIRE); - joint discussion on the problem of waste (reports by Caroline Jackson on the review of the framework directive on waste and by Johannes Blokland on the thematic strategy for waste recycling); - report by Ermine Bozkurt on the role of women in social, economic and political life; - report by Janusz Lewandowski on the repeal of Council regulation 2040/2000 on budgetary discipline; - report by Ingeborg Grässle and Borut Pahor on the amendment of the financial instrument's implementing rules; - report by Herbert Bösch on the action programme in the protection of the Community's financial interests (Hercules II).

Tuesday 13 February (from 10.00am): - votes on urgent requests; - inaugural speech by EP President Hans-Gert Pöttering; - votes on the reports by Arlene McCarthy (repeal of directives on the classification of rough timber and public works contracts) and on several reports by Diana Wallis (protection of consumer interests, prevention and reduction of pollution, two-and three-wheeled vehicles, agricultural and forestry tractors etc.); - debate on the final report by Giovanni Fava on the alleged use of European countries by the CIA for the transport and illegal detention of prisoners; - report by Katerina Batzeli on the reform of the common market organisation of the wine sector; - report by Lutz Goepel on voluntary modulation of CAP direct payments; - report by Jean-Paul Gauzès on payment services in the internal market; - report by Fiona Hall on a European policy on radio spectrum; - report by Michael Gahler on budgetary aid to developing countries.

Wednesday 14 February (from 9.00am): - Council and Commission statements on the preparation of the European Council of 8-9 March; - votes (including on a resolution on climate change); - formal session with the President of the Italian Republic Giorgio Napolitano; - continuation of votes; - debate on the report by Luis Yanez-Barnuevo Garcia on the external dimension to the fight against international terrorism; - joint discussion on relations with Russia; - joint discussion on EuroMed (with statements from the Council and Commission on Euro-Mediterranean relations and a debate on the report by Kader Arif on the Euro-Mediterranean free trade area); - joint discussion on the economy and employment (reports by Udo Bullman on the broad lines of the economic policy for 2007 and by Jan Andersson on the guidelines for member states' employment policies); - possible debates on the reports by Bela Glattfelder (on microfinancial aide for Moldova), by Amalia Sartori (on gender equality), by Rosa Miguelez Ramos (on fisheries: technical conservation measures for highly migratory species, drift nets) and by Marie-Hélène Aubert on the action plan to counter illegal fishing.

Thursday 15 February (from 10.00am): - report by Cristobal Montoro Romero on the 2005 annual report from the European Investment Bank (EIB); - report by Manuel Antonio dos Santos on the macro-economic impact of energy price increases; - votes; - debates on cases of human rights, democracy and rule of law violations.
