Enlargement, immigration, energy and innovation to be focus of European Summit on 14/15 December

Brussels, 07/11/2006 (Agence Europe) - The Finnish EU Council Presidency has now fixed the provisional agenda for the European Council scheduled for 14/15 December. Enlargement is at the top of the agenda with an in-depth debate on the Union's future enlargement strategy, including on its absorption capacity. The strategic paper that the Commission is to adopt on Wednesday on this subject will serve as a base for discussions. The Summit will also adopt conclusions on EU membership by Bulgaria and Romania on 1 January 2007, and may hold a debate on the need, or otherwise, to impose safeguard measures against these two countries. Immigration will be the second main subject tackled at the summit, with a general debate on the alarming situation at the EU's southern borders, on the basis of a report that the European Commission will soon be publishing on the Global Approach on Migration. The Heads of State and Government will also adopt conclusions on progress made in the implementation of the The Hague programme on the creation of an area of freedom, security and justice. After the informal summit in Lahti on 20 October, innovation and energy security will again be on the agenda, with the adoption of conclusions and recommendations for an EU policy in both these fields. The European Council will also look at the current top international policy issues. (hb)
