Brussels, 16/10/2006 (Agence Europe) - On Monday, the President of the European Parliament, Josep Borrel, addressed the College of Europe in Bruges to plead in favour of the "survival" of the European Constitution, but admitted that he had no "plan B" in his back pocket to break the political and legal deadlock created by the "no" votes in the referendums held in France and the Netherlands.
