Cristiana Muscardini calls for Charter of Fundamental Duties

Strasbourg, 27/09/2006 (Agence Europe) - A duty corresponds to every right, Cristiana Muscardini (UEN, Italy) said on 27 September, suggesting that the Charter of Fundamental Rights should be completed with a Charter of Fundamental Duties. She launched the idea of a “temporary committee” responsible for drawing up such a charter, citing the Convention 2000 on the Charter of Fundamental Rights as an example. Roberta Angelilli (UEN, Italy) said the concept of duties must be extended not as something passive but as something positive, as an awareness and responsibility. She cited the example of Ireland which provides information to immigrant candidates on their rights but also on their duties and that of France that has taken the initiative of diffusing a series of brochures explaining to immigrant women that they have the right to refuse forced marriage or undergo genital mutilation.
