Ministers take stock of progress of Hague programme - presentation of strategy on legal immigration

Brussels, 24/07/2006 (Agence Europe) - On Monday at the JHA Council, Commissioner Franco Frattini presented the measures proposed by the Commission at the end of June as part of the evaluation of the Hague programme. Mr Frattini stressed the need “not to change the objectives of the Hague programme” of 2004 and recalled his aim of having a debate on the means to improve how justice and home affairs policies worked on the basis of the existing treaties. Thanks largely to a package of proposals made in June (see EUROPE 9221), Mr Frattini hoped to be able to “give fresh political impetus” to these policies at the informal JHA Council in Tampere on 20-22 September. Finnish interior minister Kari Rajamäki said that the Presidency would “do all it can” to take forward the implementation of the Hague programme. Possible recourse to the bridging clause will be discussed in September and the European Council of 14-15 December could pick up this issue. Working from the position that enlargement has harmed EU security, Mr Rajamäki said he would try to inspire greater solidarity during the Finnish Presidency, thanks particularly to a common policy on asylum, visas and returns and to guidelines allowing Member States to control their external borders better. He also hoped to develop cooperation on information and do everything possible to combat human trafficking. Mr Frattini also presented an action programme on legal immigration for 2006-2009, which sets out legislative measures which the Commission intends to take (see EUROPE 9095). Mr Rajamäki said that these proposals “form a good basis for discussion”, stressing the need to put in place an effective system of control” which would allow the entry of legal immigrants to the EU to be recorded.
