03/07/2006 (Agence Europe) - The Independent of 3 July states that, according to European Trade Commissioner Peter Mandelson, changing the name of the European Constitution would not be sufficient. “If your product is deficient then you have to attack the substance, not the wrapping”, he told the magazine E!Sharp, cited by the London daily, saying that no constitutional treaty, moreover, would be able to get through the test of a referendum. “I am tempted to argue that we should identify those elements of the existing draft treaty that are the most necessary and most important and effective in meeting our institutional needs and strip away the rest”, Mr Mandelson went on to say. In the same interview, the British European Commissioner said “it is very hard to justify the expense” of the European Parliament's monthly commuting to Strasbourg. “It is unacceptable to public opinion and we have to recognise that”, he commented, although he did admit: “I like going to Strasbourg. I like the Parliament in Strasbourg”.
