16/06/2006 (Agence Europe) - Jo Leinen, President of the European Parliament's Constitutional Committee, has welcomed the European Council's pledge to 'save the substance of the European Constitution… (and the) clear deadline for the settlement of the Constitutional question.' At the same time, however, he warned that 'the package deal should not be untied. Trying to renegotiate the content of the European Council would bear the risk that every single item would have to be re-discussed. We would have to start from point zero,' (see EUROPE 9211 on an EP resolution, and 9208 on Andrew Duff and Johannes Voggenhuber's request for recognition that restricted renegotiation is inevitable). Leinen backs the German idea of an additional protocol on social Europe, but dislikes Chancellor Schussel's idea of allowing Member States to opt out of various measures of the treaty.
