Brussels, 18/04/2006 (Agence Europe) - The EU High Representative for CFSP, Javier Solana, has called on Bosnian parliamentarians to adopt constitutional changes aimed at reforming the institutions of Bosnia-Herzegovina, as agreed by a majority of the country's political parties on 18 March. “These amendments offer an important first step towards ensuring that the country's central institutions function more effectively in order to meet European standards. This week, Bosnian Parliamentarians have the chance to send a positive signal to Europe that the country is ready and able to reform itself”, Solana states in a press release on 17 April. The reform in question mainly provides for an increase in the number of representatives at the House of Representatives, the direct election of a president and of two vice-presidents with reduced powers, and strengthened powers for the Council of Ministers. “This is only the first step in a longer process. Discussions on constitutional reform will continue after the October elections”, Solana added. The aim, in time, is for Bosnia-Herzegovina to go from a system based on ethnic representation to a system based on citizen representation.
