Javier Solana considers Union should begin to study possibility of sanctions against Teheran

Luxembourg, 10/04/2006 (Agence Europe) - Meeting in Luxembourg on Monday, the General Affairs/External Relations Council welcomed the UN Security Council Presidential Statement of 29 March which gives Iran one month in which to comply with the requirements set by the IAEA (International Atomic Energy Agency) Board of Governors and to suspend all its activities linked to uranium enrichment. Measures required by the IAEA are “essential to build confidence in the exclusively peaceful purpose of its nuclear programme”, the Council's conclusions stress. The Council welcomes the results of the meeting of permanent members of the Security Council at foreign minister level (China, United States, France, United Kingdom and Russia), as well as Germany, on 30 March in Berlin (EUROPE 9164). “The international community is united and determined to uphold the authority of IAEA Board resolutions and to prevent the proliferation of nuclear weapons”, the Council stated, nonetheless restating it is committed to a diplomatic solution. Answering questions by the Associated Press on Monday, the EU High Representative for CFSP, Javier Solana, said that, given Teheran's refusal to fully cooperate with the IAEA, the Union must “begin to study the possibility” of sanctions against Teheran, especially the visa ban affecting those responsible for Iranian nuclear policy. “Military action is quite out of the question for us”, he nonetheless warned, finally noting that the Council has again said it is “concerned about the human rights situation in Iran, in particular regarding the situation of Bahá'is and other religious minorities as well as of human rights defenders”.
