Brussels, 20/01/2006 (Agence Europe) - On Friday, the Commission adopted a framework decision to improve information exchange on the police records of EU citizens. The country of nationality is the point of reference for requests about the criminal record of its nationals. The country of nationality is supposed to receive regular information on sentences passed in other Member States on its nationals. In reality, mechanisms do not work well, and the country of nationality rarely has full information, said the Commission in a press release. The Commission proposes to remedy this situation through a series of rules to improve the quality of criminal record information the Member State has and stating how it should respond to requests for information from other Member States. The proposal sets out a framework for the development of a computerised system of information exchange of criminal records and seeks to take on the pilot programme involving France, Germany, Spain and Belgium in linking their police records. The proposal refers only to nationals of Member States and further proposals will be brought forward in 2006 for third country nationals.
