12/12/2005 (Agence Europe) - On Monday, the legal services of the European Parliament indicated that in its opinion, there is no legal basis to open a formal Parliamentary committee of investigation into the existence of detention camps and CIA flights in Europe (EUROPE 9080). The Parliament's legal adviser, Gregorio Garzòn Clariana, ruled that no Member State of the Union had violated the treaty of the EU, in his response to the letter from the President on the committee on civil liberties in the EP, Jean-Marie Cavada (EUROPE9083). The Parliament will now look into various solutions: to co-operate closely with the inquiry already carried out by the Council of Europe that bracket EUROPE 9070), adopt a recommendation at the Council, or create a temporary Echelon-type committee of investigation (EUROPE 9086).
