22/11/2005 (Agence Europe) - On 18 November, the British Presidency published the following statement on behalf of the EU: 'The EU views with deep concern the arrest of the Forum for Democratic Change (FDC) leader, Dr. Kiiza Beisgye, and 22 others on charges including treason. The move to a pluralist democratic system in advance of the next elections in February or March 2006 is seen by the EU as a crucial step in the political development of Uganda. In this regard, the EU is concerned that all parties should be able, and be seen to be able, to compete in a fair and transparent manner. The EU therefore calls for the due legal process and protection guaranteed under the Ugandan Constitution to be made fully available to Dr Besigye and the others charged, and for those charged to be granted an early, free and transparent trial. The EU further calls on the Ugandan government to work to restore public confidence in the security services and to ensure that the security force's responses are strictly proportionate to the threats they face in any given situation. The EU is particularly concerned about the use of live ammunition by the Ugandan Police on 14 November, which resulted in a tragic death and injuries. The FDC should encourage people to avoid violence and confrontation and to respect the Law and Constitution. While peaceful protest is a basic human right, violent demonstrations pose a substantial threat to public safety and do nothing to advance democracy. The EU calls for the full participation of all political groups in Uganda's democratic process, and encourages dialogue aimed at strengthening democratic institutions.'
