07/11/2005 (Agence Europe) - Following the French rejection of the European Constitution, I think it is extremely important to do two things, said French foreign minister Philippe Douste-Blazy at the General Affairs Council on Monday, namely 1) in France, to regularly address the French upper and lower houses' foreign committees on progress in negotiations with the candidate countries. He said that he was thinking specifically of Turkey and parliamentarians had to be kept informed because they represent the people. He said giving countries that have often caused wars the prospect of joining the EU is a good idea but it would be a big mistake to give the impression that it was enlargement following decisions by bureaucrats with politicians not being able to voice their opinions. 2) The minister said that sooner or later it would be necessary to explain what European project exactly was being aimed at. He said it should be an enlarged Europe, an area of stability, peace, democracy and human rights with the option within Europe, country by country, strengthened cooperation by strengthened cooperation, of defining an avant-garde open to all, but not a hard core and not a 'directoire' doing everything with the rest being obliged to follow, but the option for some to move quicker. Douste-Blazy said he was specifically thinking of economic governance alongside the ECB, defence and R&D.
