ERA hopes to subject Commission proposals to “test” of good governance

Brussels, 20/10/2005 (Agence Europe) - During its general assembly, the ERA (European Regions Airline Association) adopted a resolution calling on EU transport ministers and the European Parliament to send legislative proposals that do not meet the requirements of good governance back to the Commission. The ERA suggests that each proposal should undergo four “tests” and that it should be sent back to the Commission if: - a proposal does not identify and quantify the issues that the legislation is intended to resolve; - the objectives could be achieved through non-legislative means; - a proposal goes beyond the minimum action necessary to achieve its objectives; - or a regulatory impact assessment is not included. “Pressure is mounting on the European Commission to meet the standards they set for themselves. The current UK Presidency is committed to better governance. Air transport has been damaged by laws which have not been evaluated in a business-like way - this must stop”, ERA Director General Mike Ambrose said. ERA adopted another resolution calling on the EU to adopt a new approach, establishing a better balance between support for economic growth and the impact that transport has on the environment. It would like an approach which applies to all modes of transport and which includes investment in research in order to ensure the production of more environmentally efficient equipment, investment in infrastructure to reduce congestion and consequential environmental impact, investment in infrastructure to reduce congestion and consequential environmental impact, investment to improve operational efficiency, and emissions trading, or other economic instruments for those modes of transport for which emissions trading is not viable.
