EU3 to submit proposals early August while Europeans and Iranians step up warnings

Brussels, 22/07/2005 (Agence Europe) - While the EU3 (Germany, France and the United Kingdom) is to submit to Iran its “new proposals” on technological, commercial and political cooperation with Teheran early August, just a few days before the new Iranian President, Mahmoud Ahmadinejad, takes over at the head of the country, the European and Iranian political leaders step up their declarations of intent and their warnings. In an interview with the Israeli paper, Haaretz, published on Friday, French President Jacques Chirac warns Teheran that the matter would be referred to the United Nations Security Council should talks on the nuclear dossier fail. Mr Chirac explained: “We call on Iran to provide objective guarantees on the peaceful and civilian nature of its nuclear programme, and especially the renunciation of all activity for the production of fissile matter. In return, we are ready to conduct dialogue and political, economic and energy cooperation with Teheran, acknowledging Iran's right to nuclear energy for civilian purposes under international control”. He went on to add: “I trust that this action will have a positive result and eliminate the danger of proliferation. If this proves not to be the case, then the Security Council would naturally have to take up the issue”. On Thursday, speaking on Iranian State television, Mr Ahmadinejad gave his assurance that Iran would “remain faithful to its international commitments on nuclear matters but would not agree to being deprived of its rights”, especially that of harnessing the nuclear combustion cycle. “In the same way as we detest weapons of mass destruction, we hate to see some peoples being deprived of the right to use nuclear energy for peaceful purposes by countries that have nuclear technology. Such double standards are not acceptable”, the new Iranian president said. Iranian negotiators on the nuclear issue, whose mandate should expire at the same time as that of the outgoing president, Mohammed Khatami, nonetheless welcomed the “constructive” atmosphere of last Wednesday's meeting, in London, of the steering committee for negotiating the nuclear issue. European experts mainly informed their discussion partners that the EU3's package of proposals was not yet complete and that two more weeks would be necessary before it can be submitted to the Iranian authorities.
