Brussels, 01/07/2005 (Agence Europe) - During the work of the second roundtable of the Strategic Foresight Group Indian think tank at the European Parliament, the 35 participants at the meeting - whether African, Asian, American, European or from the Middle East - reached consensus on a request for a summit of Heads of State to be held to discuss the signing of an international agreement on terrorism on the occasion of the “UN Millennium Summit in September in New York, or during a separate meeting”, ideally preceded by regional summits. After meeting for a first time in Delhi in June 2004, the Strategic Foresight Group held its second meeting early in the week in Brussels, in camera, in an atmosphere described by Graham Watson, President of the ALDE Group that jointly organised the event, as “desultory discussion”. While calling for a “tough” response and for “zero tolerance” of terrorist acts, whatever the reasons for such acts, the participants stressed that a single response to terrorism that springs from many causes is not sufficient and that “all actions to combat terrorism must comply with international law”. We are sceptical about the responses by “the army, police or secret services” to terrorism as it is necessary to tackle “the roots of the trouble and not just consider combating terrorism as a war”, Sundeep Waslekar, President of the Strategic Foresight Group, told the press.
