Lisbon strategy: Guy Verhofstadt's suggestions for Spring Summit on 22 and 23 March

On 17 February, Belgium's Prime Minister Guy Verhofstadt forwarded a document to his counterparts with a view to the Spring European Summit on 22 and 23 March. The paper sets out detailed suggestions for a “Community strategy on growth in the European economy” (see yesterday's EUROPE, p.6).
