30/08/2004 (Agence Europe) - Franz Munterfering, President of the German Social Democratic Party (SPD) said on Sunday that Germany may hold a referendum on the European Constitution after the unveiling of a draft amendment to the German constitution at the Bundestag in October or November to enable such a referendum to be held. In a press release German CSU MEP Markus Ferber welcomed this 'change of view' by Chancellor Schroder and his foreign minister. In France, during the Green party's Journees d'Ete, MEP Gerard Onesta told AFP that intellectually he supported the draft European Constitution because it made some progress and did not constitute a move backwards in any way, but as a gut feeling he couldn't support it. He said he didn't know yet whether he would be voting with his head or his guts.
