21/06/2004 (Agence Europe) Thomas Fischer from the Bertelsmann Foundation in Gütersloh, underlined the "positive dynamic" that had allowed the European Council to adopt the European Constitution at last, while explaining that the objective of increasing the transparency and effectiveness of the EU had only been partially achieved. He said that with regard to Nice, the agreement on double majority improved the EU's decision-making but, "the compromise…constituted a curious kind of advanced mathematics". The rule on qualified majority of 55% of States and 65% of the population is accompanied by the explicit indication that this 55% had to include at least fifteen Member States. According to Mr Fischer, this is unnecessary, given that the Constitution will barely enter into force before 2007 and it will therefore be aimed at an EU of 27 with Bulgaria and Romania, a Union therefore where, "the majority will therefore include in any case fifteen Member States".
