27/04/2004 (Agence Europe) - British Conservative Edward Mc-Millan Scott states in a press release that, after removing his report on the European Democracy Initiative from the plenary agenda last week (to replace it with a toned-down report from the development committee), he wrote to the Heads of State and Government of the 25 calling on them to carry out indepth reform of the programme. The MEP, who, in 1992 and with EUR 136 million, had launched the initiative aimed at the time of the former Soviet bloc, stresses the need for adequate EU financing in favour mainly of Arab countries and revitalisation of the initiative which, he believes, has become "bureaucratic and ineffective" (he mainly suggests creation of a separate foundation as in the US, Denmark, The Netherlands and the UK).
