Brussels, 27/04/2004 (Agence Europe) - On Wednesday the European commission is going to propose that every one who is suspected or accused of committing a criminal offence is given a detailed document outlining their rights. This document should be issued as soon as possible, before any interrogation. It will be drafted by each Member State on the basis of the main guidelines decided on at Member State level.
