23/03/2004 (Agence Europe) - The States of the EU must "remain masters of the Treaties", said the President of the Constitutional Court Papier in Munich on Sunday, according to the Frankfurter Allgemeine Zeitung. Mr Papier, who warned against any "furtive outflanking" of the competencies of the European Commission, also said that the voting system in the Council of the EU should take greater account of the population, for reasons of democracy.
