23/03/2004 (Agence Europe) - Speaking to the press, the Spanish Minister for Foreign Affairs, Ana Palacio, said on Monday that the Intergovernmental Conference will be relaunched, on Thursday evening, during the diner of Heads of State and Government of 25. She also welcomed the "proposal by the Irish Presidency" which adds a "double key" to double majority as provided for in the draft Constitution. This will prevent a decision from being blocked by small countries representing a small percentage of population, or by a group of three large Member States. Complicating the mechanism to calculate qualified majority a little (50% of States representing 60% of the population in the Convention's draft; 55% and 55% and even 55% and 65% in the latest compromise formulae), this "double key" will bring in extra minimum thresholds in terms of number of States and population to block a decision.
