European Council to relaunch Intergovernmental Conference, but calendar to depend on willingness and political courage of Twenty-Five

Brussels, 23/03/2004 (Agence Europe) - After statements over recent days and the change of majority in Spain, the agreement on the Constitution seems "possible". There is no longer any doubt that the Irish Presidency will propose a relaunch of the Intergovernmental Conference on Thursday evening. Initially, the President of the European Council, Bertie Ahern, will send the Twenty-Five a descriptive report, on Wednesday.
