10/03/2004 (Agence Europe) - The European League for Economic Cooperation (ELEC) has issued a manifesto on the European Constitution in which it takes a stance in favour of approval, as swiftly as possible, of the draft Convention, without amendments aimed at reducing its scope. ELEC, which believes the EU Council has failed in its avowed claim to represent the European common good, states it feels compelled to officially reaffirm its commitment toward European integration. In the medium term, it calls on the enlarged EU to: - become a genuine political Europe capable of fulfilling its role in the world, which requires sufficient resources; - have a system of effective and democratic governance which must be reflected in its institutions and in the sharing of power between the Commission, the Council and the European Parliament; - possess a swift and transparent decision-making process; - and have legitimacy and democratic control.
