11/12/2003 (Agence Europe) - The Transport Council of 5 December adopted the "Memorandum of Understanding" which aims to set up a regional energy market for South East Europe by 2005 and ensure the area's gradual integration into the EU's internal energy market. To achieve these aims the memorandum (also known as the "Memorandum of Athens 2003") plans on practical action such as the promotion of harmonised rules in the gas and electricity sectors in the region.
