Mr Frattini's indications on Naples package

Brussels, 25/11/2003 (Agence Europe) - The President of the Council of the EU, Franco Frattini, confirmed to the EP's Committee on Foreign Affairs on Tuesday that the Presidency's text for the IGC conclave in Naples would be very close to that of the Convention. In particular, he said, it keeps: - double majority in Council, which "guarantees decision-making capacity" (whereas Nice increases the risk of blocking);- structured co-operation in defence, as long as these are open from the word go and are permanent (whilst reaffirming close co-operation with NATO, by request of several Member States);- the double function of the Foreign Minister (who would chair the External Relations Council). The text, he specified, goes further in the revision of Part III (on policies).
