Brussels, 14/11/2003 (Agence Europe) - The European Commission authorised the start-up of the British Waste and Resources Action Program (WRAP). This programme covers two measures: a system of subsidies and a guarantee fund. The aim of WRAP is to stimulate demand for products made from waste (wood, plastic materials, glass, aggregates, compost) through investment aid in recycling centres, in order to create a market for recycled products and to encourage the recycling of waste. The Commission admits that this aid will encourage this process, a priority Community aim on the environmental level. They will also cover the additional costs caused by the recycling of certain rarely processed wastes or the development of new recycling technologies that have yet to be adopted by the market. Moreover, the amount of aid will be relatively limited while the selection of beneficiaries and the setting of the aid amount will take place through tenders. The system will not affect competition.
