Clarification on other agenda points

Brussels, 04/11/2003 (Agence Europe) - Thursday's Justice and Home Affairs Council doubled up as a mixed committee between Norway and Iceland and should allow for political agreements to be reached without difficulty on the common aspects of expelling illegals and sharing deportation costs carried out by one Member State for another in the same way as football match bans for hooligans. On the other hand, the regulation on parental responsibility will not be adopted because Dutch parliamentary reservations will not be lifted in time and the United Kingdom and Spain did not agree on its application in Gibraltar. Residency permits for victims of traffickers in human beings who cooperate with the policy will also be on the agenda. Discussion on this proposal are quite advances but there are still divergences (notably Germany) on job access, which ill be the main point discussed by Ministers. The commission will present an inventory on the negotiation difficulties for readmission agreements (EUROPE 16 October p 11).
