Brussels, 04/11/2003 (Agence Europe) - The first special report from the Court of Auditors on Life, the Community's financial instrument that focuses exclusively on the environment was made public on Tuesday at the Parliament's budgetary control committee. It was the result of a year and a half of work on an audit requested by the parliament and which targets the second implementation period for Life (Life II, 1996-99: commitments of EUR 435 million) and identifies numerous anomalies. Insufficient definition of the general Life objective, double pay for officials, identification of a case of double financing for different Community funding, significant delays with execution of payments, insufficiency at a level of financial framing of accounting projects and systems, four case of suspected fraud sent to OLAF (two by the Commission and one by the Court) have been spotted. The Court of Auditors, however, does recognise that the Commission has already rectified numerous shortcomings in programme management, which were already visible in Life III and is encouraging the that this route is pursued.
