Brussels, 30/10/2003 (Agence Europe) - On Wednesday, the Committee of Permanent Representatives (COREPER) gave a mandate to the Italian Presidency to represent the Council position with the European Parliament over the thorny dossier on ecopoints, during the three-way dialogue that will take place on 3 November. For the Council, the ecopoints system (which should govern the movements of heavy goods vehicles through Austria) should apply to the entire Austrian territory and not only to the Austrian Alps as favoured by the Parliament. The Council foresees a less sever system than the Parliament to regulate the transit of heavy good vehicles over Austria territory, in relation to their differing levels of pollution. Monday's three way talks will be the opportunity to prepare the first conciliation committee meeting, planned for 11 November. The Parliament and Council have until 25 November, date of the meeting and especially of the end of the conciliation period, to reach and agreement over this dossier. EUROPE recalls that the Parliament has totally modified, in second reading on 2 July, the Council common position on the draft regulation aiming to extend the ecopoints system from the end of 2003 to the end of 2006 (EUROPE of 4 July, p. 11). The Council then rejected all the Parliament's amendments.
