Giscard d'Estaing repeats there is no alternative to draft Constitution - Spain and Poland should be realistic and moderate

Brussels, 07/10/2003 (Agence Europe) - In answer to questions put to him by the radio France Inter, the former Chairman of the European Convention, Valéry Giscard d'Estaing, said: "I am optimistic as there is no alternative and because Europeans are waiting for Europe to happen". While considering that it is normal for there to be clashes within the Intergovernmental Conference, he recalled that Poland has not signed the Treaty of Nice and added: "we must be realistic and moderate". This is a recommendation that was no doubt also addressed to Spain as Mr Giscard d'Estaing affirmed it was necessary to "distinguish between the attitude of the leaders and those of the peoples". "The Spanish respond more or less like the French, and European peoples have positions that are more or less similar", he added, referring to a poll indicating that 54% of the French would approve the draft Constitution in the case of a referendum.
