Brussels, 03/09/2003 (Agence Europe) - The Committee of Permanent Representatives (Coreper) is expected to approve without debate the Council's common position on the proposal of directive aimed at promoting cogeneration within the EU. The main points of the political agreement reached by the Energy Council on 14 May concern: - the definition of cogeneration which allows Member States to develop support programmes in favour of combined heat and power generation while avoiding competition distortion; - the guarantee of transport and distribution of electricity produced by cogeneration on the basis of objective, transparent and non-discriminatory criteria; - guaranteed access to the network of electricity produced by high-output cogeneration installations; - the possibility for Member States to set up support regimes for combined heat and power production; - the setting in place of a system that guarantees the origin of electricity produced by cogeneration; - and the obligation upon States to make analyses of potential for future increased exploitation of high-output cogeneration (EUROPE of 15 May, p.8).
