Brussels, 07/08/2003 (Agence Europe) - the European Commission believes that the "overall impression" created by the European Monitoring Centre for Racism and Xenophobia is "mixed". In a communication to the Council and European Parliament, adopted on 5 August, it proposes improvements to how this body works. Set up in 1997, the centre started work in 1998 but was not really operational before 1999-2000 when its staff was completed, explains the Commission in its communication.
