Brussels, 03/07/2003 (Agence Europe) - Just as the EU is currently involved in defining a neighbourhood policy, the group of Wise Men on dialogue between peoples and cultures held its third plenary meeting on 30 June and 1 July under the co-Presidency of Assia Aloui Bensalah and Jean Daniel, accompanied by European Commissioners Philippe Busquin (research) and Pascal Lamy (trade). During the course of this meeting, the Wise Men continued examining the "North South and "South South" dimensions in the dialogue. This will involve them defining the practical means for redefining the partnership in the framework of the neighbourhood policy and the Southern Mediterranean's assertion as a partner. The axes: the "North North" axis, that involving European integration with that of those coming from immigrant background in order to encourage a feeling of common belonging and of moving towards an accepted inter-cultural society; the North South" axis, with the partnership relationship the EU is developing with its Mediterranean neighbours in a rethink concerning this partnership in light of the cultural dimension and guidelines on the new EU neighbourhood policy; the "South South" axis, involving peaceful relations built upon a regional and sub-regional basis between Union neighbours in order to identify the "minimum conditions" of efficiency ensuring countries and civil societies the ability to take the necessary initiatives.
