18/06/2003 (Agence Europe) - "Giscard's tortoise has still a way to go", Marco Follini, Representative of the Italian Parliament at the European Convention, states in Corriere della Sera, on the subject of the European Constitution agreed by the Convention (and alluding to VGE's "hair splitting" during the work of the Convention, as a mascot of Convention Members: see EUROPE of 14 June, p.3). Noting that the representative of the Italian government at the Convention, Gianfranco Fini, had marked the Convention ten out of ten, the UDC leader said "we have opened a small crack in the wall of the right to veto, but as long as this crack does not get any bigger, Europeanism, like Giscard's tortoise, will be marking time". The Convention has crossed one line, but not the final line, and "it will be necessary to start up again soon", the Italian representative said.
