Luxembourg, 17/06/2003 (Agence Europe) - The Council has welcomed the Commission's communication and the contribution made by High Representative Javier Solana on the framework to be put into place for the new neighbours of the enlarged Union. In the conclusions adopted in Luxembourg on Monday evening, the Council believes that they offer a solid basis for developing a new range of policies towards the Ukraine, Moldova, Belarus, Algeria, Egypt, Israel, Jordan, the Lebanon, Libya, Morocco, the Palestinian Authority, Syria and Tunisia, whilst strengthening strategic partnership with Russia. At a future date, the Council will see whether southern Caucasian countries could also be covered by these policies. These new neighbourhood policies do not intend, however, to steal a march on existing relations and agreements, the implementation of which remains a priority, the Council notes, adding that differentiation will be at the heart of these new policies, which will be based on the implementation of action plans. The Commission is invited to: 1) present proposed action plans as of 2004, starting with the Ukraine, Moldova and the southern Mediterranean countries linked to the EU by an association agreement; 2) look into measures for improving the interoperability of support instruments for cross-border regions and the Tacis, Phare, Cards, Meda and Interreg programmes; 3) present a communication on a new "Neighbourhood" instrument, based on the promotion of sustainable economic and social development, and regional and trans-national co-operation.
