11/06/2003 (Agence Europe) - In a confidential memorandum sent to the EU Member States and obtained by Associated Press, the United States say that it would be "very unfortunate" if the issue of the International Criminal Court (that rules on war crimes and crimes against humanity), an issue which opposes the EU to the United States, "were to create discord and disharmony" between transatlantic partners just before the summit on 25 June in Washington. The EU called on its future Member States not to sign agreements with the United States allowing for Americans to be exempted from possible prosecution by the Court (Romania has signed one such agreement). According to the US Administration, "this would undermine all our efforts to repair and rebuild the transatlantic relationship, just at a time when, after several difficult months, things seem to be taking a turn for the better".
