Brussels, 03/06/2003 (Agence Europe) - The Spinelli group led by MEP, Pervenche Bères, the French Socialist, has, together with her colleagues, listed ten factors they believe should figure in a European Constitution. The Spinelli Group is particularly demanding: a "single Constitution adopted by the Convention, without options for the intergovernmental conference"; integration of the Charter of Fundamental Rights in the Constitution, "without other religious references"; the strengthening of the Commission's powers, whose President must be elected by the EP by simple majority of its members; the extension of co-decision and qualified majority (also on external affairs and the chapters on taxation and social affairs of the Constitution, the inclusion of a legal basis for services of general interest, the Community being responsible for coordinating economic and social polices, as well as the freedom, security and justice area; a mechanism allowing for "a European coalition of progress to take shape between countries that can and seek to move forward on coherent political projects (harmonisation, social, defence etc"); a referendum on the Constitution, the same day of the European elections in June 2004.
