Strasbourg, 03/06/2003 (Agence Europe) - On 28 May, the Council of Europe's Committee of Ministers adopted a declaration on the freedom of communication on the internet. The main objective of this paper is to ensure a balance between the freedom of expression and information on the internet and other rights guaranteed by the European Convention on Human Rights, such as the protection of children against indecent on-line materials. In a response to the risks of over-regulation of internet access, the declaration reaffirms the principle of freedom of expression and free circulation of information on the internet, in line with the demands inscribed in Article 10 (freedom of expression and information) of the European Convention on human rights. It also condemns practices that tend to restrict or control internet access, notably because of political reasons. The declaration (the whole text can be consulted at http://www.coe.int ) also deals with the freedom to proved services on the internet, the responsibilities of intermediaries and the anonimimity of communications sent through the network.
