Brussels, 09/04/2003 (Agence Europe) - The Assembly of European Regions (AER) is calling on Convention Members to make greater reference to regional identity and subsidiary in the draft Constitutional Treaty. Meeting in Brussels on Friday, the 50 members of the AER's political bureau called for the definition of subsidiarity to include a regional dimension and said that the power to launch the "early warning" mechanism for failure to respect subsidiarity should be available to both parliamentary chambers in bi-chamber parliamentary systems. Likewise, the AER calls for both chambers, along with regions with legislative powers, to have the right to take failure to respect subsidiarity to the Court of Justice. Welcoming the fact that regional identity is mentioned in a draft article presented by the Convention Praesidium, the AER wants regional identity to feature in articles on the EU's fundamental rights.
