09/04/2003 (Agence Europe) - A delegation from the Council of Europe's CPT (European Committee for the Prevention of Torture and Inhuman or Degrading Punishments and Treatment) has made its first visit to the region of Kaliningrad to look at how prisoners and psychiatric patients are transferred to the rest of Russia and the Russian authorities' planned organisation of such transfers once Lithuania and Poland join the EU. At present, the Russian enclave lacks all the infrastructure required for housing all the region's prisoners and psychiatric patients, who are therefore transferred to the rest of Russia. Once Lithuania and Poland join the EU, such transfers will be subject to stricter administrative procedures in order to respect the Schengen legislation. Travelling from Kaliningrad to Russia via Lithuania will require specific documents (known as FTDs and FRTDs) and, in the long-term, international passports. To avert long delays and administrative problems, regional authorities have decided to set up new structures to house all Kaliningrad's prisoners and psychiatric patients.
