733 amendments for Thursday's debate on 24 articles relating to justice and home affairs

Brussels, 02/04/2003 (Agence Europe) - On Thursday afternoon, the Convention Members will devote their debate to draft articles relating to the area of freedom, security and justice, presented two weeks ago by the Praesidium. Some 733 amendments have been presented in order to modify the 24 articles proposed. The Praesidium suggests reactivating cooperation by introducing the qualified majority and codecision rule for most subjects. Nonetheless, the text put to Convention Members suggests that specific rules should be conserved for this sensitive area - unanimity for most aspects of family law; maintaining the right of initiative shared between the Commission and the Member States (but restricted to criminal judiciary cooperation and police cooperation, and with the obligation of a proposal being submitted by at least one quarter of the States); and the increased role of national parliaments in this field for control of subsidiarity (EUROPE of 18 March, pp. 7 and 8).
