10/03/2003 (Agence Europe) - In an interview with The Times, the representative of the British government at the European Convention, Peter Hain, indicated that London would be willing to accept the election of the President of the European Commission by the European Parliament, in order to obtain in exchange, a full-time President of the European Council. However, the President of the Commission should be elected by a 80% majority of MEPs, he affirmed. The British newspaper also indicated that it could accept the Charter of Fundamental Rights being incorporated into the future treaty on the condition that there were not guarantees of it being applied to change national laws. Mr Hain hopes to obtain the elimination of the word "federal" from the future constitution and is said to have nurtured an alliance at the Convention with other candidate countries that are for a Europe of nation states. He declared that "Up until about 13 or 14 years ago most of those countries were under Moscow. They don't have any wish to be under Brussels". He is also insisting on stricter control of proportionality of the legislation proposed by the Commission (the Commission will be expected to send its proposals to each national Parliament by e-mail).
