Brussels, 10/03/2003 (Agence Europe) - On the basis of the Telecommunications Council's conclusions last December as well as on the recent communication from the European Commission entitled "Electronic Communications: the road to the knowledge economy", the EU Council adopted, on Tuesday without debate, a series of conclusions that are intended to be a contribution by the telecommunications ministers to the Spring European Council. Ministers recall that electronic communications are a powerful engine for growth, competitiveness and jobs and that action must be taken to consolidate this strength and to contribute to the achievement of the Lisbon goal, which is to make the EU the most competitiveness knowledge economy in the world by 2010. For this, they say, it is first of all necessary to implement the new regulatory framework for electronic communications, ensure legal certainty, which creates conditions for long term investment, and be committed to the objectives of the eEUROPE 2005 Action Plan. Public authorities must also adopt policies that not only stimulate demand but also preserve long-term competitiveness and innovation through research and development. Furthermore, the Council notes that the fact of developing innovating services, applications, networks and contents will contribute to a successful introduction of third generation mobile communication (3G) and broadband networks in the EU.
